In regards to Mr. Rooter in Syracuse, not only does good content work wonders, having lots of pages with lots of content on each works too. The best phrase to describe it I heard was “Add depth and width”. I’ve personally seen sites with thousands of words on dozens of pages do amazingly well in local search results.
